Behind a city as well preserved as Camagüey, there is plenty of work and science, made up of a whole professional machinery that regulates the proper functioning and future of the urban conservation and restoration mechanisms. One of the gears of this machinery is the Master Plan Management of the Historian’s Office of Camagüey.
This management is in charge of preparing the Development Planning of the Historic Center of Camagüey and ensuring the participation of other organizations, institutions and government agencies in the implementation of those plans.
About this collective effort, Kirenia Pérez Justo, specialist of the Management, argues: “We always have to work closely with all the entities that carry out this work in the city and also with the Population Guidance and Consultation Office, in charge of talk face to face with the people, in all the procedures, doubts and guidance that they may need to function and carry out constructive actions within the Historic Center”.
Modifying any construction in the heritage area is not only of interest to the owner or the institution, but it is governed by urban regulations and requires technical planning that are based on social perspectives. In this sense, the Master Plan Management plays an essential role, with the mediation of the Guidance and Consultation Office.
“Urban regulations, referring to any action that someone desires to carry out within the Historic Center, are a scale of our main mission, which is planning; these never stop because they are developed from the requests of the population and state entities. They must be processed through the Guidance Office, as well as studied and regulated by our Management as the main consulting institution. This is a never ending work, we always keep it in mind” Kirenia added.
“Nowadays, we have several priorities, says the specialist, but the main interests are centered on the regulation and planning of the General Cemetery of Camagüey, in the creative industries project, as well as the urban regulations themselves.”
Giving advice is also an important function for the Master Plan Management, which makes them a permanent consultation channel for the local governing body regarding city development programs and for decision-makers in the actions to be undertaken in pursuit of a better resource management.
Keeping a city preserved and in constant search for development is like making a clock work, in which all its parts must work harmoniously; the Master Plan Management is that integrating mechanism that unites the rest of the pieces, projects and manages so that Camagüey tells the time.
